Heroin use is up, as are deaths from overdoses. Yet to see governments panic. I don't think everyone remembers what was necessary the last time heroin stole our citizens' lives.

You know that thing were suddenly Congresspeoples realize that some amendment was slipped into a bill that nobody really knew about and changes some other law either effectively annulling it or modifying it to be meaningless. You know how one side claims the others snuck it in at the last minute, late at night, when nobody is watching and how that side then claims that no, everything was above board and we all knew what was going on and it's just sour grapes by the losing side. Turns out the side claiming the amendments were snuck in are correct. This isn't how the sausage is made. But apparently this is how the GOP runs the House. This is how Speaker Boehner does business. Not like they wouldn't try to sneak other things past the American Public.
