So, the American who helped write the Ugandan "Kill All the Gays" law now faces being tried for crimes against humanity. So, 1) obviously, in this country we do know what constitutes "crimes against humanity", 2) we can pursue charges and 3) but we still think drowning and recovering someone multiple times in a row isn't torture.
