Their standing is in the damn definition. Oh, wait, they're dismissing it because the number of congresspeople and Senators aren't a "majority" in Congress and so wouldn't be able to approve the president taking the money. Ah, yeah, sure Bob. By that reasoning it's just a quick step to, "Well, this poisoning affected 3,000, and since there's only 5 of you bringing the case you don't speak for the majority, case dismissed."
